This item can be obtained by completing a quest called Nothing to Sneeze at. Check out the link below to the unofficial Elder Scroll's Pages for more information on the quest. This item is the easier one to come by.

From what I can gather you can acquire this one by pickpocketing. Not sure if they have to specifically be Khajiit or Thieves. Try both?
